Drivers who leave engines running to clear screens face fines under 'idling offence' rules
"As far as I am aware, it is completely possible to clear ice from the outside of your windscreen without having the engine on. I have a scraper, and this is what I use.
The condensation on the inside however, is another matter entirely. Even if you wiped it off with a chamois or similar, the temperature difference would cause your breath to re-steam up the window.
It is an offence to drive with an obscured windscreen - that is why you have to have your tax disc in the corner, and you mustn't have large chips in the windscreen in your line of sight - so it appears now, it is illegal to drive in the winter?"
