"Labour has used the benefits system ruthlessly for social engineering from the outset – only in its case, it has systematically undermined, rather than underpinned, the traditional family unit. Mr Brown's beloved tax credit system in particular penalises women who stay with their husbands or decide to stay at home to look after their children. Labour's Damascene conversion to the cause of the family is, as a consequence, utterly unconvincing. "
